Accessibility statement

This publication is built to be usable with a keyboard, a screen reader, magnification, and reduced motion — and we want to hear when it is not.

Target standard

We aim to meet WCAG 2.2 Level AA. Accessibility is treated as a build requirement, not a retrofit.

What we have implemented

  • Semantic landmarks, one H1 per page, and a logical heading order.
  • A skip link, visible focus outlines, and a fully keyboard-operable interface.
  • Menus, the search overlay and the cookie dialog trap focus, close on Escape, and return focus to their trigger.
  • Touch targets of at least 44 by 44 pixels on interactive controls.
  • Text and essential interface colours checked against AA contrast on both the dark shell and the light reading plane.
  • Descriptive alt text on meaningful images and empty alt on decorative ones.
  • Motion is subtle by default and disabled entirely under prefers-reduced-motion; nothing autoplays, flashes or blocks reading.
  • Status changes such as search results are announced to assistive technology.
  • Content is readable at 200% zoom and at 320 CSS pixels wide without horizontal scrolling.

Known limitations

  • Archive material migrated from 2017–2021 contains markup we did not author. Some legacy images have weak alt text and some legacy tables lack proper headers. We repair these as records are reviewed.
  • Third-party media embedded in archive pages is outside our control.
  • This statement has not yet been validated by an independent audit.

Report a barrier
